According to ILT, these fat-tire e-bikes are "unapproved mopeds" that look like bikes, but go too fast.

"An unapproved e-bike with a fat tire does not suddenly meet the legal requirements for an e-bike with a simple button or software update," the Dutch Environmental and Transport Inspection Authority (ILT) said.
"Fat tires that go too fast often already have an engine that's too powerful, and these cars have all the other technical features of mopeds.
